Terra Prime

Earth, overbuilt — arcology sprawl and ocean megacities wrapped around the Senate that governs the Sphere, and the archives that explain why it does.

Overview

Terra Prime is the homeworld, and it has the density to prove it: continent-spanning arcologies, megacities that outgrew their coastlines and kept going into the water, and infrastructure layered on infrastructure until nobody is certain what the oldest working layer is. It is a garden world by classification and a machine by experience.

It is also where the Concord of Terra sits. The Senate meets here, senators arrive from every habitable world, and the legal fiction that the Sphere is governed rather than merely administered is maintained in a building on this planet. That fiction is stronger than it looks — the Concord holds a near-total monopoly on military force and almost never uses it, which is a more durable kind of authority than force applied.

The planet's real significance is archival. Whatever the official account of the apogee wars leaves out, the records that would contradict it were generated here, filed here, and — if they survive at all — are still here.

The Senate

• A republic: senators seated from each habitable world
• Meets on Terra Prime; the seat has never moved and moving it is unthinkable
• Legislates for the whole Sphere, including the catena ban
• Dependent on corporate cooperation in practice, sovereign on paper

Character

• Old, layered, and crowded. Nothing here was built once
• Bureaucratic gravity. Decisions made in a Terran office become law two systems away
• Culturally dominant and slightly resented for it
• Cosmopolitan. The one place in the Sphere where the population mix is genuinely the Sphere-wide average rather than a settlement history

• The Senate quarter — government, lobbying, and the accredited press

• The Concord of Terra — seat of government; the Senate meets here

Status

Stable and central. The most governed place in the Sphere, and the one where the least is actually decided in public.
