Jovia
A sector in its own right — dozens of held moons, the heaviest shipyards in the system, and a permanent unblinking eye that people have learned to talk about as though it were watching.
Overview
Jovia is not a planet in this setting so much as a place with an address book. Ninety-odd moons, a gravity well deep enough to make orbital industry cheap once you are already in it, and volatiles in quantities the Belt cannot match. What grew there is the system's industrial second heart: yards, refineries, mining colonies, terraformed moons, and the population that services all of it.
It is developed country — not Inner Sphere developed, but nothing like a frontier. There is law here. It is corporate law, it is written by whoever holds the moon you are standing on, and it is enforced properly.
The light delay to Terra Prime runs to the better part of an hour. Everything administrative is therefore local by default, and Jovian operations are run by people who are used to deciding without asking — and who are not, in practice, answerable to anyone who could arrive in time to matter.
How it feels 👑
A sci-fi aristocracy. Ninety-odd moons, each held by a house, all nominally under one authority and none of them meaningfully governed by it — the Holy Roman Empire's princes, or Red Rising's Golds, with refineries.
The houses are corporations and the corporations behave like houses. A board seat is a title, a merger is a marriage, and a subsidiary is a cadet branch. Nobody says any of this out loud because everyone was raised in it.
- Presentation is substance. How a thing is said, who says it, in what order, and who was permitted to be present. A correctly-worded insult is a legal instrument
- Manners are the interface. A crew that cannot navigate a room will not get to the part where competence matters. Being good at the job is assumed and does not impress anyone
- Protocol is enforcement. Precedence, seating, form of address, whose people wait outside. Getting it wrong is not rude — it is a claim, and it will be answered
- The style is not necessarily western. A Jovian court may run on caliphal, dynastic-Chinese, or courtly-Japanese forms as easily as European ones, and different moons run differently. What is constant is that form carries weight
This is why the red eye is frightening. It is not a police matter. It is the moment the courts of ninety moons independently decide you are worth noticing — and there is no office to appeal to, because it was never an office.

The red eye 👁️
When the sector's attention lands on a particular person or thing, nobody says Jovia. They say the red eye.
"The red eye is looking for them."
"The red eye has been watching out for that hull since Ganymede."
It is not a faction, an agency, or anybody's official name for themselves. It is what people call the moment corporate authority across the moons stops being background and starts being directed — the point at which separate security offices on separate moons are all looking for the same thing.
The usage works because the Spot is genuinely always there. Every moon sees it, it does not move, it does not close, and it has been turning in the same place for longer than anyone has been alive. A thing that is permanently overhead makes an excellent way to say "you have been noticed and there is nowhere on this sector you are not overlooked."
Nobody finds the phrase dramatic. It is said flatly, the way you would report weather.
