Overview

Past Jovia the system stops being crowded. The Outer Sphere is the far gas giants and their moons — dozens of them, natural and built — with small populations, long supply lines, and industries that exist out here precisely because they need what cold and distance provide.

It is not frontier country — the holdings are old, corporate, and stable. It is simply far. A round trip is measured in months, the light delay makes real-time coordination impossible, and everything is planned rather than reacted to. People who work the Outer Sphere describe the Inner Sphere as hurried.

How it feels 🤠

Marshal country. Very few officers, an enormous jurisdiction, and weeks between anywhere — see the Warden Service below. Authority out here is personal rather than institutional — a marshal is not backed by a force that can arrive, so what they actually carry is a reputation and a warrant, and both have to be enough.

  • You cannot call for backup. By the time anyone could come, it is finished. Everybody involved knows this, including the marshal
  • Jurisdiction is a courtesy. Corporate holdings, independent stations and Concord writ overlap badly, and the working answer is usually whoever showed up and is willing to be responsible for it
  • Reputation does the work a badge cannot. A marshal who has to draw has already lost most of their authority
  • Everything is scheduled. Supply runs, rotations, court circuits. A thing that happens between visits happens unwitnessed

The Warden Service ⭐

Saturn and Neptune hold a great many moons — natural ones in every size from planet-scale down to captured rubble, and synthetic ones built where no useful body existed. For legal purposes the Service does not distinguish between them. A registered body is a body, and a body gets a warden.

Law out here is one institution in three ranks, and the ranks are really a measure of how often you are physically present.

A warden's authority is a body, not a beat. They appoint their own marshals and are frequently the only Concord official a population will meet in a decade. On a well-settled moon a warden is a governor with a badge. On three small ones, they are a name on a document that arrives before they do.

How anyone becomes one

On paper, a warden is appointed and confirmed by the Concord. In practice the filing goes out, the confirmation takes months to come back, and nobody reads either document.

So a warden is, functionally, whoever took the job and has kept the peace well enough not to be noticed. Someone starts signing. The settlements start bringing them things. The paperwork catches up eventually, or it does not, and there is no process that would tell the difference.

  • Succession is possession. When a warden dies or leaves, the next one is whoever picks it up and begins acting like it. The filing follows the fact

  • There are certainly wardens whose confirmations were never issued, and no register anyone consults would reveal which

  • The danger is not incompetence. It is being conspicuous. A warden who generates complaints, casualties or news attracts an audit, and an audit is the only thing out here that can end a career

  • Which bends the whole institution toward quiet rather than toward just. A warden will bury a legitimate grievance rather than file something that invites attention — not from corruption, but from an entirely accurate reading of what gets people removed

  • A sheriff who cannot resolve something holds it. Sometimes for weeks, until the circuit comes round. Half of frontier law is a local officer keeping a situation from getting worse than it already is

  • Nobody is coming faster than they are coming. Everyone in the chain knows the timetable, including the people being arrested

  • Ranks are not a chain of command in practice. A marshal cannot consult a warden inside a useful window, so marshals decide and explain later — and are backed, because the alternative is an institution that cannot function

  • The badge is not the authority. The circuit is. A marshal's power is that they will come back, and that they remember

Formally the Warden Service. Colloquially "the circuit," because what anyone actually experiences is a marshal arriving, and "the circuit is due" changes how a settlement behaves for a week.

Synthetic moons are the friction

A corporation builds a body; the Concord assigns it a warden. Registration is what creates the jurisdiction, and registration is not optional — which means the company that paid for every gram of a habitat discovers that the law aboard it answers to Terra Prime.

Corporations comply, because the alternative is an unregistered body with no legal standing, no insurable cargo and no recognised title. They comply and they resent it, and a great deal of Outer Sphere politics is a warden and a station director being extremely polite to each other.

It exists Sphere-wide and only matters here. In the Inner Sphere a sheriff is a municipal functionary standing beside real police. In the Outer Sphere they are the law for everyone within reach, and they know it every day.

Cryovast holds a system, not a facility

If everyone crossing the Sphere sleeps through the passage, the company that builds the pods is not a vendor — it is infrastructure. Cryovast is the clearest example of infrastructural rather than political power: everyone depends on it daily, it does not campaign, it does not posture, and it is not in the room where things get decided.
